[Az.Functions] Enable support for Node 18 and Java 17 + bug fixes

Description

This PR contains fixes the following issues:

• [Feature]: New-AzFunctionApp should support creating Node 18 (preview) function apps #19184
• New-AzFunctionApp should support creating Java 17 (preview) function apps #18925
• [Az.Functions] Remove the logic that checks for AzureGermanCloud in the cloud endpoints #19667
• [Az.Functions] The docs of cmdlets which are not included in functionsToExport list show up #16666
