[HealthcareApis] Move HealthcareApis to main

Description

This change increases the number of cmdlets in HealthcareApis from 4 in the previous version to 25 now
We have made some changes to the 4 commands from the previous version.

• New-AzHealthcareApisService and Set-AzHealthcareApisService
  • The current version combines their functions into New.
    • Previous version of Set operation.
      • Set-AzHealthcareApisService -Name MyService -ResourceGroupName MyResourceGroup -CosmosOfferThroughput 500
    • Current version of the Set operation.
      • New-AzHealthcareApisService -Name MyService -ResourceGroupName MyResourceGroup -Location MyLocation -Kind fhir-R4 -CosmosOfferThroughput 500
    • Previous version of Net operation.
      • New-AzHealthcareApisService -Name MyService -ResourceGroupName MyResourceGroup -Location MyLocation -Kind fhir-R4 -CosmosOfferThroughput 500
    • Current version of the Net operation.
      • New-AzHealthcareApisService -Name MyService -ResourceGroupName MyResourceGroup -Location MyLocation -Kind fhir-R4 -CosmosOfferThroughput 500
  • Modified the usage of some parameters.
    • [-DisableSmartProxy] and [-EnableSmartProxy]: now uniformly named as [-EnableSmartProxy], example: -EnableSmartProxy:$false or -EnableSmartProxy:$true
    • [-DisableCorsCredential] and [-AllowCorsCredential]: now uniformly named as [-AllowCorsCredential], example: -AllowCorsCredential:$false or -AllowCorsCredential:$true
    • [-ManagedIdentity] is renamed to [-IdentityType]
    • [-FhirVersion] is removed and the desired content can be selected with the parameter [-Kind]: 'fhir-Stu3', 'fhir-R4', 'fhir'
• Get-AzHealthcareApisService
  • [-ResourceId] is removed: Get operation cannot be invoked via ResourceId
• Remove-AzHealthcareApisService
  • [-ResourceId] is removed: the Remove operation cannot be invoked via the ResourceId
