Fixing Set-AzNetworkRuleSet and adding TrustedServiceAccess

Description

Making IPRules and VirtualNetworkRules non mandatory parameters
Making a get and then setting the object
Fixed bug in MSI where customer himself has to remove all UserIdentities if they want to switch to SystemIdentity
