Update analyzers to more closely match sdk repo

CS1591 was not failing in the generated projects in autorest.csharp but we would find the error later in azure-sdk-for-net repo. It's much faster to have this fail in the generator repo so we know right away.

Opened these follow up items.

• Our generator creates client libraries which violate AZC0006 and AZC0007 #3706
• Investigate why AD0001 fails for ConvenienceUpdate-TypeSpec #3708
• Generator needs to automatically add suppresion for AZC0014 if JsonElement is used in tsp #3709
• Investigate why AZC0002 fails for CadlRanchProjects\special-words project #3710
