Reason for Change:
The containerd sandbox image is not included on the Windows VHD. The containerd configuration file uses the old platform-specific name. This PR updates the configuration file so it matches the new cross-platform name, the one matching the image already present in the Windows VHD.
At the time the containerd config template was created, the pause image was platform specific: Azure/aks-engine@046db34
