What this PR does / why we need it:
change managed azure disk storage class to unmanaged, as managed azure disk storage classes are useless in unmanaged k8s cluster and make customer confusing, details could be found in #2507

Which issue this PR fixes (optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close that issue when PR gets merged): fixes #2507
