First, the detail:

* Azure CNI assigns dynamic IP addresses from the "beginning" of the subnet IP address space (for example, nearer "1" in "10.0.0.0/24)

It is 10.0.0.4
First four IPs and last one are always reserved for any subnet in Azure.
