What this PR does / why we need it: The 9 bit minimum subnet size requirement is only for Azure CNI implementations.

Which issue this PR fixes (optional, in fixes #<issue number>(, fixes #<issue_number>, ...) format, will close that issue when PR gets merged): fixes #1836

Release note:

bugfix: remove 9 bit subnet size requirement for non-Azure CNI k8s deployments

@nakahparis FYI, this should unblock you assuming you don't rely on Azure CNI implementation.
