The default application name used to create certs is different than the default in 2.8 #2047

Certificates are created when updating to 2.9 because the default application name is different. Work around is to set "--an=Microsoft.Azure.IIoT". Unfortunately, we will break anyone already on 2.9 now that is using the default application name of 2.9 (which is "Azure.IIoT.OpcUa.Publisher.Module"). Once fixed we must have proper release notes pointing to the breaking change.
