What this PR does / why we need it:

• Move components.json to parts/common/ so that it can be shared across both Windows and Linux.
• Create a symbolic link in the original location for backward compatibility. For example, for nodepool snapshot scenario new shell scripts will run on old VHDs. Or for some security patch cases, old scripts will run on new VHDs.
