Replaces the pedersen hash oracle with the pedersen hash opcode.

The new version off bb required us to upgrade the clang version being used because hash_to_curve is const expr.

This change somehow upgraded the minimum required glibc version that is needed to 2.34 (it shouldn't because these are independent components) -- mainframe is on 2.31 so before merging we would need to update the mainframe version or find a way to make it compile bb with a binary that works with glibc 2.31. The CI was compiling bb with the gnu stdlib, so its likely that we just need it to point to the llvm version for clang instead

Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.

Values are compared against data from master at commit 388a47ba and shown if the difference exceeds 1%.
