This is needed for the historic access to be reliable.

Look for #3564 in the codebase to find where it's causing issues.

docs: documenting issue with context.block_header (#3565)
1237e26 
I was incorrectly trying to fetch a sibling path from an older block
when proving that a block header is legit. This caused the test to break
when proving inclusion at an older block. I currently could not address
it because of issue #3564 so I decided to only document it in this PR.

With #3937 this should be easily addressed. While we might not want to expose it directly as block_number as we could for public, (since it will be super easy to mess up between public and private) we can expose it with a different name.
