Purchases: Deploy /purchases to production #297

This makes the sections at /purchases available to all users.

Testing

  1. git checkout update/deploy-purchases
  2. Run calypso with production config
  3. Open http://calypso.dev:3000/purchases
  4. Assert that the page loads
  • Code review
  • QA review
