Currently facets can be "admin only" or public.
To support this we'll need to add another category to allow the Hub "caseManager" role to view this facet and update the hub configuration.

Tested 18/9/24 - logged in as FC_OFFICER, able to view/use the Federal Electorate facet in the project explorer - PASS
