Replace the MERI plan PDF function with the same solution as used by ESP

As work needs to be done on the PDF MERI plan for the new program it is a good time to continue the decommissioning of the pdfgen functionality.

Instead of directly generating a PDF document, the MERI plan print function will instead display a printable web page with brief instructions on how to print using existing browser functions.

This change has been made for the Project Summary report for ESP which has been in production for quite some time.
