v5.21.0 includes XCM v2 precompile and fee alignment, which is the same with v5.20.0 but for Shiden and Astar.

Chopsticks runtime upgrade tests CI is broken. Will fix it later. I tested Shiden and Astar runtime upgrades manually and they work well.
