chore(core-exchange-json-rpc): bump @arkecosystem/exchange-json-rpc to 1.0.6 #3066

Summary

Update the @arkecosystem/exchange-json-rpc dependency so that it can use the next release of the @arkecosystem/crypto package while on devnet. Without this there is the potential for node module resolution issues.
