Delay pipeline disposal when still in use

Details on the issue fix or feature implementation

When pipeline is created using the registry the disposal will be delayed until the pipeline is no longer in use. The pipeline must be freed within 30 seconds otherwise the disposal is forced.

Closes #1578

Confirm the following
