Rename AddResilienceStrategy to AddResilienceStrategyRegistry

Details on the issue fix or feature implementation

• Rename the AddResilienceStrategy extensions that adds ResilienceStrategyRegistry service to AddResilienceStrategyRegistry.
• Introduce AddResilienceStrategyRegistry overload that allows configuring ResilienceStrategyRegistryOptions inline.
