  • add OpenCV testing also on macOS CI
  • upgrade CUDA to 11.6 on windows and linux on CI and in setup scripts
  • fix deployment of custom cmake modules even without build.ps1 script
  • use vcpkg to deploy dll when vcpkg is in use
  • fix PATH env variable build up in build.ps1 script
  • get ready for cmake 3.23

opencv on macOS will be fixed automatically in CI when microsoft/vcpkg#23202 will be merged

upstream PR has been merged and our pipeline is now automatically fixed. All automatic runs from previous nights already re-ran and became all green
