This PR updates the instructions in the documentation for installing ActivitySim. Very minor update that has python=3.9 instead of python=3.10 (which matches our current environment requirements).
Why it matters:
Using the current install instructions in the documentation will first install python=3.9 and then install the version of ActivitySim that is compatible, which is not the current release.
We want users (especially those following these instructions) to install the latest version of ActivitySim.
