chore: Update GitHub Actions workflow to run on pull requests before merging to develop

  • Added pull_request trigger to run workflow checks on feature branches before merge
  • Ensured Maven Central deployment and tests are executed during PRs targeting develop branch
  • Improved workflow to prevent untested code from being merged into develop
