These instructions suggested changing billing export each time a new *project* was created, when in reality they should have only been changed when a new *billing account* was created.

Follow-up to 2i2c-org#3429. As part of that, I had redirected where the HHMI (and all other projects') cloud costs go, and this updates the cluster.yaml to point to the correct place.
