This would resolve the challenge with some applications that set their notification to off by default. Such as Skype.
Steps to reproduce the challenge
Using Taskbar extension, configure the blink settings appropriately at TaskBar ---> Settings ---> Tasks (II) tab ---> Blink
Send a test Skype IM to yourself. One way to do that is using your first Skype account, send a IM to your second skype account. The Skype application does show a notification alert.
The Taskbar top or bottom display the Skype icon. But it is not blinking. This is the challenge.
Expected result is the Skype icon should blink. Regardless if the Skype application notifications are set to off by default. This application setting is also called "non-default notification".

This is a new feature suggestion. How about adding a force alert when notifications are set to off?

How about adding this setting on this tab. By default this feature would be set to OFF. So that only interested user could turn it ON.
I would be happy to contribute testing and documentation if needed
