RFC: split out workflow tasks into their own translatable resource type #174

The workflow editor is a list of all the translatable strings for a workflow, which can be very hard to read or use when a workflow has a large number of tasks.

Maybe the workflow editor should list the task keys and names as links, where clicking on a task would open a resource editor for that specific task?

Alternatively: keep the entire workflow on one page, but hide the tasks inside expandable accordion controls.
