Describe the bug

Similar to #6208, clicking the All Time tab on the home page can scroll the page to the bottom of the page, without changing the tab panel state.

To Reproduce

The trigger seems to be using the tabbed control when the page is scrolled down slightly, similar to #6208. I'm not sure exactly how to reproduce this, but it happens to me at least once a day on the new home page.

The bug only seems to happen the first time that the tabs are clicked, after the page loads. The second and subsequent clicks are fine.

Expected behavior

The page shouldn't scroll or refresh when the tabs are clicked.

Device information

The screen recording is Firefox 130 on MacOS Sonoma (14.7.)

Additional context

Could be related to these issues:

• Signed-in homepage: refreshed page is scrolled to the bottom #6208.
• Full page refresh when following links in the new root app #6350.
