Classify screen before a galaxy loads says "site is down"

I remember this being a fix applied when the site actually was down for some reason, but now it seems to load by default before any galaxies load in the classify screen, so if a user has low bandwidth or otherwise has to wait for a galaxy to load it looks like we're telling them the site is down for maintenance.
