Adds tests for the vouching app deploy scripts

Tasklist

• Deploy script can inject tpl-contracts-zos in local network (was done manually, and so it is needed for automated testing).
• Validate script needs a new function to validate if the app was pushed correctly.
• Isolate all tpl configuration validations into a new function instead of at the end of other functions.
• Export the functions and use them in a test script.
• Make sure nothing throws in the test (this will be the test itself).
• (NEED zOS FIX) Resolve bug where ZEPToken json abi needs to be tweaked by hand.
