Is your feature request related to a problem? Please describe.

As part of #2576 we are refactoring logging to use slog implementations over the current message package. We are taking a feature flag approach within the CLI to not cause inconsistency between commands for users while we implement the new logger. We will not take a feature flag approach for the agent, as pod logs are not as drastic or noticeable of a change.
