sudo apt install msr-tool should be corrected as

sudo apt install msr-tools

Yeah! and add the information for remember to disable UEFI secure boot.

for me (lenovo thinkpad x270) i must lower the value from sudo rdsmr 0x1FC by 1

for example i have output on sudo rdsmr 0x1FC - 24005d
but i must type after : sudo wrmsr 0x1FC 24004d
