when defining 2 different signs on pole (e.g. using traffic_sign:forward= and traffic_sign:2:forward=) it's only displaying the 2nd one

I think It is a problem of mapcss specifications. These does not allow you to show two images (well-distributed with code) from the same point at the same time. Sorry.
