trying to install on version 11.3, usa new 3ds, got the following image;

I know this is old, but I'm having the same issue.

Oh wait, nevermind, I found out what was wrong for me. I hadn't played with my 3DS in a while and didn't realize I didn't add my home's current router to the WiFi connections. In other words, my 3DS wasn't connected to the internet, so it couldn't connect to the server. Whoops. I got it to work now.
