tests.f gives error at BIN

I run:

This gives error:

I tested this in Windows 10 in MS-DOS prompt, and in Bash on Ubuntu on Windows.
Windows 10 version: 15031.0.amd64fre.rs2_release.170204-1546.
Node-version in MS-DOS prompt: v4.4.1
Node-version in Bash on Windows: v4.2.6
