Microsoft PowerToys run is a quick launcher (Spotlight in Mac).
There are various third-party plugins available.

There is an ongoing discussion for the dictionary plugin.
I think GoldenDict might be a good approach to the solution.

Check microsoft/PowerToys#3309.

IMO, this is a requirement for powertoys.

maybe try to install goldendict using msi and the powertoy will find it.
