I am not sure if this is really wrong, I do not know much about leather working irl. I am unable to tan leather early game in a hot biome as the temperature limit on the drying rack is set to 0-35 degrees. Looking at the other numbers it appears you have not set it to destroy the leather if the temperature is wrong, and it still cures at 90% the normal rate when it is too hot. I think it would be worth just upping the safe maximum to 50 or 100 degrees so the curing job never gets prevented because it is a hot day.
