Sticky header + notifications: shows notifications at top of page

When using the sticky header, clicking the notifications icon opens the notification popup at the top of the page, and not in the visible viewport.

The alert menu uses notify to make a window (#notify-dragger) at the top of the page and not the current view.
Not sure if notify allows params to override this behavior or not, but I can look into it.
