new static processing stalls on reduce

Using the new, combined static processing query, the reduce side of the first map/reduce job of three for Hansen static processing stalls out at 11.77% on the copy phase.

I noticed something like this happening at about 27% on the reduce copy phase last night when I (incorrectly) used the existing general preprocessing script instead of the one tailored for Hansen/VCF. I don't know if it's related, but something is definitely acting up.

I'm shutting down pull request #203 until this is fixed up.

It's not a blocker - I used the existing queries to reprocess Hansen and VCF to fix the shifting.
