convert wq/*.js to npm packages via monorepo

Addresses #66 and #84, and is the first step toward #105.

Process

• Obtain wq namespace on NPM
• Readme files (migrate from docs?)
• Update Python package to use pre-compiled versions of NPM modules (see update JavaScript library practices #84)
• Lint
• Publish initial versions on NPM
• Document process for using wq.app with or without npm -> See support using npm to manage JavaScript dependencies wq#44
