Implemented support for wq.yml config in 75b6459 but maintaining backwards compatibility with JSON format until 0.8.

The new wq command provided by wq.core (see wq/wq#9) checks for wq.yml by default and does not check for app.build.json. Since JSON is YAML, you can still get wq to read an old JSON file with wq -c app.build.json.
