Set up Maven deployment

To make this library easier to use without having to build it from source, we should set up Maven deployment.

Note that due to dependency on native code via JNI, the resulting library would be platform-specific.

This is now higher priority to unblock clients like TechEdge. For native library dependencies, the caller will need to ensure that the native libraries are on the library path.
