Block outline missing from selected Social Icon (when new icon is added) #6119

Describe the bug
When a Social Icon block is added and a new Social Icon is added, the block outline does not indicate the icon has been selected. The outlines show for the default icons (WordPress, Facebook, Twitter, Instagram), but not for ones added.

To Reproduce
Steps to reproduce the behavior:

  1. Create a post and add a Social Icons block
  2. Add a new icon using the + button on the right
  3. Tap on the newly added icon to select it
  4. Observe that blue border does not appear to indicate icon is selected

Expected behavior
A blue border should appear around the selected Social Icon
