[Login] Add ability to force showing password screen for passwordless accounts

Sometimes, for some debugging, we need to test password login even for passwordless accounts, the goal of this ticket is to allow this, and the plan is to use a BuildConfig field that forces showing the password screen regardless of whether the account is passwordless or not.
