User's request

A user with Teacher roles is able to see all certificates templates under /wp-admin/edit.php?post_type=certificate_template, including those created by others.

However, when editing a course, only the certificated created by the user are visible in the certificate template meta box on the right side.

Our use case is that certificate templates are created by users with different roles.

Teachers are only selecting available Certificate Templates upon course creation and are not expected to create, edit them in general.

Goal Allow teachers to user Certificate templates created by other users on a course.
