I'm almost positive we've already done this for the 7.0 release, but @Sarangaban could you confirm? Inquiry came through the HDX portal. If this fix isn't already in it would be good to get before the break when I build 7:

Message: It seems the admin2 division actually contains admin3 division of China in the file. Could you please update the admin level 2 subdivision of China as soon as possible?
