Running the rebroadcast_avro config of the winter pipeline seems to create a duplicate candidate entry in the database. eg, see source WNTR24hgpmy. This is bad, and we should refrain from using the rebroadcast_avro until this is fixed.

Skimming over the code, it is not immediately clear to me how a duplicate conflict for the candidates table is determined.
