Mark accomplished goal on "decrease"

When I decrease the amount and there is a goal can be marked as done, I should be able to select the goal along the way.

Add a dropdown with accomplished goals but not marked as done yet. Show this dropdown only if there are any such goals.

The label (or hint? - experiment and choose what looks better) for this dropdown:

It appears that there are accomplished goals. Choose one to mark as accomplished.

Once the transaction is added, the selected goal should be marked as accomplished.
