Wellcome concepts can be extracted from the catalogue works snapshot, available here: https://data.wellcomecollection.org/catalogue/v2/works.json.gz

To extract concepts, we can use a similar approach to the existing concepts-pipeline. See https://github.com/wellcomecollection/concepts-pipeline/blob/main/aggregator/src/main/scala/weco/concepts/aggregator/ConceptExtractor.scala
