Works can have multiple states (visible/invisible/deleted/redirected); Images can't. This means we can't remove images later (e.g. if Miro/METS merging means a Miro image is no longer being created). This causes awkward issues for merging, see e.g. https://wellcome.slack.com/archives/C8X9YKM5X/p1646569642569749

We should add states for Images, so we can remove them from the pipeline as well as add them.
