Relates to #2563

Most of the SierraProduction object deals with the peculiarities of the content we pull from Sierra, so it was not appropriate to move it to a common object as part of that task.

The relevant MARC fields are: 008, 260, 264.

Work out what their content represents in the EBSCO data and implement the transformer.
