Maybe provide something like peekToken or Alternative instance of Decoder.

Like this:

decodeIpAddress =
    peekToken >>= \case
        TkTag 52 -> decodeIpv4 -- decoder for ipv4 address
        TkTag 54 -> decodeIpv6
        _ -> fail "invalid ip address"
